Even if you buy into whacky nonsense like an "evil hour" it would probably apply to local time. Otis Redding waited until the Midnight hour local time.
But even if you buy into this, and are truly worried about it...its virtually impossible to figure out. For reasons that include what Kraftie said. But also....
If the Bible actually says that Christ was crucified "on the ninth hour of the day" it would mean the ninth hour of the day according to the traditional Jewish way of time keeping
It would mean the ninth hour after sunrise. And the hours were proportional length "hours". Not modern fixed length hours. They calculated an "hour" to be one twelfth of the time between sunrise and sunset of a given day. So "hours" would be shorter in the winter (because there is less daylight in the northern hemisphere), and longer in the summer.
So you have to know the exact actual date of his execution, and that date by the modern calendar, to know the season so you could know the length of daylight so you could calculate the actual hour in modern time keeping terms.
