I just watched a video that Serbians were given a choice between joining sanctions against Russia and having gay pride parade. They refused to join sanctions against Russia so they had gay pride parade (consisting of gays coming there from all across the Europe). Here is the video: https://www.youtube.com/watch?v=s1n-4X8PJuU
I am wondering about that choice though. How was it even possible to impose that choice on a country? Who was the authority who did it, and by what legal means?
That video didn't explain how that happened. It simply talked about moral implications of it. But I would like to ask as to how it was it legislated and enforced (the part the video skipped entirely).

Sites on the Web dont say anything about boycotting Russia.
They just say that the Serbian government 'has too many problems, and cant guarantee the safety of the LBGTQ marchers from local rightwing mobs of bullies'.
