Why does this make a difference? Trump used his own money as he was rich. Biden needed China to help him because he was poor. So why is it an issue? Don't all politicians need someone to help with funds if they can't afford to stand?

Receiving campaign contributions from foreign governments is illegal in the US. Probably worried about influence peddling or something like that.

Yes. The party who gives your campaign money presumably expects sumpin in return for them if you win office. And if that party is a foreign power then its suspicious.
