Nah. Plenty of people make such claims, and many probably intellectually accept them as well, but on an emotional level, essentially all self-proclaimed "agnostics" are in fact atheists.
If you are an agnostic reading these words and preparing to type an angry response, just think (and answer honestly!): which is more likely to arouse your ire, someone arguing for theism or someone arguing for atheism? Don't lie, though I know several of you will insist that you see problems with both theism and atheism. But, if you are honest with yourselves, you will admit that you feel more sympathy for atheism than for theism. If that is the case (and it is for nearly all agnostics) then you can not legitimately claim to be truly agnostic; you are partial to one side of the debate.

I was simply claiming that self-proclaimed agnostics are putting forward a facade and deceiving themselves. They do not truly lack beliefs, though they may claim to. Basically, I think Agnostics are pretentious pricks who are too damn arrogant and try to make themselves out to be above the theist/atheist debate when in fact they are not.

Correct. The fact of the matter is, even if someone truly is Agnostic, they still lean one way or another on the fence. Most of the time it's towards Atheism, I used to call myself an Agnostic-Atheist in the sense that I thought I should be ninety nine percent sure there was no god as apposed to one hundred percent sure since I was in the mindset that you can never be sure, which may even be true to a degree. However I've since decided to be honest with myself as I really don't believe there's a god more so a hundred percent than ninety nine, therefore I choose to call myself an Atheist rather than an Agnostic-Atheist. As far as I'm concerned, yes of course there's a possibility of a higher power but there's also many more possibilities with the same evidence that have an equal opportunity of being true that I and everyone else simply dismiss, therefore I'm dismissing this possibility of a higher power in favor of others that are more likely and have evidence.

This is a very common claim made by dogmatics when confronted with an actual Skeptic.

I'm not all that dogmatic, and I've yet to meet anyone who really falls into what Agnosticism claims to be. Granted, I'm sure a handful of legitimate agnostics exist, but it isn't really a position that very many people would have a tendency to hold, and even then, agnostics are, in practice, atheists.

Remember that you can define agnosticism as basically a type of uncertain atheism. An agnostic does not believe that God exists are doesn't exist, but strictly on the grounds that he does not believe in God (without even concerning his lack of solid belief in no God) technically makes him an atheist. After all, he does not believe in God.
Not in regards to a more pantheistic sort of God. People define God differently; what are we talking about, an omnipotent being, or some sort of underlying pattern or force? In regards to the first I am atheistic, but in regard to a sort of "Spinoza's God" I can genuinely claim to be agnostic without any dishonesty.
Also, the problem lies in specifics. Agnosticism is basically the admittance of ignorance concerning God due to a lack of evidence, so any claim to hard knowledge is generally greeted with dismissal. While theism and atheism are both definitive stances concerning the existence of God, I have found that the definition stops there with atheists (how can it not?), but you can generally count on the theists to provide more specifics on the nature of God, going one step beyond asserting his existence.
So, as an agnostic, if I am greeted with two posts, one that says that God exists and one that says he does not, I promise you I will not be partial to either. However, if I see two posts, one of which that claims that God does not exist, but the other not only asserts that he exists but claims that he loves us, judges us, and helps us in our time of need (or some other variation) you can count on me greeting such assertions with greater criticism than some generalized statement on God's existence or nonexistence.
I am something of a pretentious prick, though.
