Yes, that's right. He is a programmer, and know what? He is running a genetic algorithm as we speak.
Genetic algorithms are not that complex to create (I am playing around on my own currently a bit with genetic algorithms and it is really not that difficult to find here good solutions) - and if I could allow my computer to run for some billion years as a whole planet the results would even better than what the little box in front of my produces within a few minutes or seconds.

Free will? Image an machine which executes a deterministic algorithm which so tricky that the result of this algorithm does not differ from random numbers and does not give any information regarding the inner state of the machine. Image further that this machine would react to external influences. If you monitor this machine, you could not determinate that this machine, has a "free will" or not.
BTW: Such algorithms are state of the art and to be found in the standard C-library: long int random (void)
