This will happen after the 2010 Census is complete.

Oregon and Washington are on track to gain the other seat,
making their odds very good.

This is because one seat has already been reserved for
someone who will represent the District of Columbia with full voting priveliges in Congress.

However, that other seat may go to Utah pending the census.

Elaborate please...

Uh...the 2010 Census takes a count of how many people are living in the United States,
counting Puerto Rico and all territories associated with the United States.

Said territories include Guam, the US Virgin Islands, and American Samoa.

Where would Washington DC fit? It's not a state nor a territory.

That's the disparity between a "State" (meaning a government that controls a certain territory), and a US "state" (which is analogous to a "province")...

The joke is that while Sweden is a "State", but not a US "state", Sweden cannot gain or lose seats in the US House of Representatives...

NC took one from Utah in '90...or was it 2000?... Don't think they'll let that slide again...

It was during the 2000 census.

Utah got pissed over losing that seat.

However, times have changed.
Utah will get that seat anyway.

After the census, re-districting of all states
will occur, therefore some states will lose
or gain seats in the US House.
