I don't know exactly what level of functioning the son is at, but the article mentions that he had no language delay, and from reading the quotes of his that are sprinkled throughout the text, it seems that he is quite good at expressing himself for a 7-year-old boy. For instance, he says "The truth can't hurt me. I learned that myself" when discussing his condition.
The saddest part of the whole thing is the father's disappointment that his son is not much into sports. It would have been good if he'd had another son who he could live out his "sports boy" dreams with, instead of two daughters.
I don't get why his mother is "exhausted" by his weirdness, like his hand flapping and his rolling on the floor. Isn't quirkiness fun in a kid? Also, I don't get what's so "chilling" about the other kid who walked out onto the jetty at the beach. If he tried to jump off the end and drown himself, or if he attacked another kid on the beach, that would be a different story. However, I don't feel I can emotionally understand parents' motivation to be so protective of their kids, so I guess I'm not in any position to understand why his behavior is scary. To me it just seems like curious exploration.
