Do you really think the Palestinians (without a state or functional government) were in control of the various Arab armies?
The neighbouring Arab armies were pretty consistently acting on their own initiatives and interests, with very little coordination towards broader goals.
You're right though, there's a strong potential that the areas that Israelis ethnically cleansed from the Palestinians would face a similar displacement by the rightful owners returning. They would have to move to territory that Israel has much better claims to, but that's justice. Anything else is a perpetuation of an injustice.
