He did NOT say all Republicans are a threat to democracy, he said that the GOP is under the sway of a dangerous minority faction that IS a threat to democracy. And your own above quote from his speech clearly shows that.

Are familiar with terms like rhetoric and innuendo?

Him saying dominated means taken over by. The majority at the very least. But needless to say it's ambiguous. Which means it can have more than one meaning or interpretation.
