That's not the core of Ezra's argument. What he was arguing was that the citation and the neighbor's action in reporting her to police were justified:

The neighbor was simply doing their civic duty to the best of their knowledge.
And, regarding the idea that we might tolerate women for going topless:

Plus, he has been constantly trying to derail the thread from its original subject, threats against the woman, which suggests he does not think it worthy of discussion to begin with.
What he was arguing about women going topless being overly titillating to men and causing them to lose control was just the justification for the above.
