No, but seriously; the Republicans know Obama can only be president for two terms, after which they hope to have a Republican in office who can then exercise this kind of power.

The black budget is money set aside for classified missions that are not availble for the average citizens to see. All the other parts of the budget are viewable for citizens except the black budget. I will give you a reference soon.
