This objection makes no sense. When we're talking about passing a law, the provisions of that law don't involve any sort of agreement that, later on, Democratic legislators will agree to do something else. Whatever law gets passed is the law.

Yeah like the deal that Obama tried to push $400 billion in new taxes in, on top of the $800 billion from loopholes being closed, at the last minute, which is why Boehner out of principle walked out. They had agreed to the $800 billion, but then Obama decided he now wanted $1.2 trillion.

Moving the goal post after terms are tentatively agreed to as soon as a particular side meets their side of the bargain is not bargaining, that's more like demonstrating you aren't serious about negotiating.

All contracts are verbal, because all contracts are written in words. No one has yet developed a non-verbal contract, though I would be delighted to see my mortgage presented as an interpretive dance.
I think the word that you were looking for was, "oral." But, as any competent first year law student can tell you, in the absence of exchange of consideration, there is no contract.
