Define repeat offender. With the same partner, each time they have relations, it is an offense? or each offense a different partner?

EDIT: I've just read the full text of Uganda's Anti-Homosexuality Law (available here). You can now be imprisoned for 7 years for "attempted homosexuality" and life imprisonment for even one act. A "serial offender", which means "a person who has previous convictions of the offence of homosexuality or related offences", also gets life imprisonment (I assume the point of difference is in regards to "related offences" or convictions prior to this law being passed).

Not sure how they'd handle homosexuality in prison, other than to isolate the offender, perhaps.

Ugandan tabloid prints list of 'homosexuals'

(Summary) A tabloid newspaper in Uganda has printed the names of 200 homosexual people in the country, a day after the Anti-Homosexuality Act was signed into law. This is similar to another Ugandan newspaper printing the names and addresses of over 100 gay people in 2011, with an accompanying banner saying "Hang Them".

The new law has popular support from Ugandans, but has drawn criticism abroad. Several foreign countries have already either withdrawn aid to the country or redirected it to non-government organisations there.

The comedic irony is that anyone would believe such crap.

You need to brush up on your history. Anti-homosexual laws were imposed originally by European colonial powers. Anti-homosexual attitudes have been recently inflamed by Fundagelical Christian busybodies from the US.
