It's not a matter of what I would have done, would have wanted to do, could legally do, or would be capable of regardless of legality. It's a matter of what is there evidence of that he has done and what those acts lawfully qualify for in terms of sentencing. From the looks of it, he hasn't done enough (yet) to justify being legally locked away in a maximum security mental health facility. There is and should be criteria to be met.
He is one of those legal conundrums that might never get what he deserves because he never goes quite far enough to qualify for it.

Sorry I shouldn't have quoted that particular post. I didn't mean to ask if what he's done deserves lock up in a maximum security mental health facility. But I was interested to hear what you would have done if you were the neighbor. Would you have moved? Intimidate him back? Report him to the authority?

Moved: Nope!

Intimidate him back: After analyzing the opponent in question, quite possibly yes.

Report him to the authorities: It would be as much a CYA measure than an actual expectation of action. This way I'd at least be on record as having taken the legal route and had given the law its chance.

In many societies public humiliating is a major kind of sanction/punishment. There is an author that writes about societies of guilty and societies of shame, and this is interesting because western society would be considered of guilty, there is, we expect the person to feel their own conscience when regulating the behavior, when in prison etc in societies of shame it is the stronger social coercion that makes people behave according to the social rules (of course all societies have a little of both).
also first social punishment for deviant behavior is gossip. This too has the function of social coercion. It is specially strong in communal societies (vs. Individualistic ones)

How different from Pennsylvania where a student who filmed his bullier s got convicted for it. while the bullies went unpunished. Never ceases to amaze me how location makes a radical difference in attitude.
