I think it's the fashion company scamming the buyer out of the bottom half of a pair of pants.
If I buy a pair of dress pants I want the whole pair of dress pants - not just the top half!

If you are wearing underwear, it's a skirt.
Of course, for some public performances, they wear underwear anyway.
I remember hearing about someone trying to make kilts acceptable wear for postal employees, but nothing came of it.
