That's not entirely true.
Just because people have guns, doesn't mean they will react properly in a high tense situation.
The terrorists had military grade weapons and gear, maybe even bullet proof vests.
They would have easily taken out armed civilians.
As easily as they were able to "take out" the unarmed citizens they killed, do you imagine???
My guess, for discussion purposes, is if only 10 armed citizens, with average accuracy and tactical skills were to fire upon each attacker, a significant number of civilian lives could have been saved.
Of course, if we speak of domestic mass killers in the midst of an armed society, the availability of arms could produce even more effective results, assuming we're not talking about the so called "gun free" killing "zones."
