When people are looting, it means their human needs aren't being met.

Shooting hungry people taking food from deserted stores hardly seems fitting with the American ideal.
It could be the idea is to protect people by keeping bad guys at bay. But in the left's distorted view of things, they're being deployed as Nazi stormtroopers to gun down hungry victims.
People who steal because they are starving are not "bad guys".
You've got a severe case of absolute morality going on.

No it means thugs taking advantage of a situation to commit burglary.
Sorry but in disaster areas societal rules don't apply because there's no authority to enforce them. The only rule of a disaster is: survive. If that means scavenging for food is called 'looting' then so be it, it's about survival not pleasing the person half a country away judging from a keyboard. Sure there's some luxury goods lifted in any disaster, but truth be told the people doing it aren't long for this Earth if they have their priorities that f'ed up. Also, it's a flood--most merchandise still in the stores is now near worthless due to water damage.
The idea having of an armed police force there is to enforce rules. And you know perfectly well that there's a difference between people scavenging to survive and thieves looting to obtain loot.
I certainly do, but I also know the vast, vast majority of looting that goes on during a disaster isn't out of greed it's out of necessity. And again, it's a disaster, the police aren't worried about protecting property, not if they've been trained properly, they're more concerned about saving lives, as they should be. Societal rules break down during disasters because society isn't going to do s**t for you when a hurricane is at your door, it's every man for himself at that point, so act appropriately and save your life if you ever find yourself in such a situation.
*On a side note, you're getting better at rhetoric. I'm seeing less intentional fire-bombing and more constructive defense. That's an asset, because firebombing only works with people already in your camp who like to firebomb as well, constructive defense (such as parrying my keyboard quip into 'you know better') allows you to open your audience outside those that already agree with you to where the real game is played: vying for the attention of people on the fence, or even the opposition. You'll never get feedback from those on the fence, they are in fact the silent majority, but you can be assured that if they're on the fence partisan firebombing is not what they want to hear or they would have chosen a side already. So, while I disagree with 90% of what you say, I do tip my hat for your improved performance. Since rhetoric appears to be an interest of yours I would also recommend reading a bit of Cicero, Kenneth Burke (perhaps too boring and dry for your age), and Quintillian for further techniques and tactics.

Are we going to keep pretending there's not a difference between scavenging and looting? Looting as in to obtain loot. You know like pirates looting? Looting has never been associated with scavenging or surviving.
You've got a severe case of not understanding context.

He understands it just fine, he's just stirring the pot to get a rise.
I've dabbled in pot stirring myself a time or two so I know it when I see it.
Looters should be shot
Survivors should be shot again

No, not if patriotism is based on the right sort of ideals.

Sure, there are bad guys who take advantage of a disaster to steal cool things, but there are clearly others who steal simply to eat during said disaster, and that's a significant difference. The latter should not be lumped with the former.

I was very specific in who I was talking about exclusively. You're the one who did the lumping because you thrive on having something to protest. If there's not an element there for you to do that with, you'll introduce one and then blame it on the other guy ie 'how can you be so hard hearted to say hungry victims should be shot for trying to survive?'.

The only problem is, no distinction is made between the two groups by authorities with guns.

How that is the case based on fact? And what is the alternative?

Perhaps the US government should stop looting non-white countries then.
What about white collar criminals? Can we shoot them?
