They put GPS trackers on the kid's fitbits which sends an alert to teachers if there is a proximity alert > 10 min duration (getting too friendly)

I guess it's really not as hard to enforce as it may appear

Around 7-8 yrs of age kids start forming "best friends" so the teacher just has to observe the cliques and disband them

That. Or put one of those little "animal cams" that they put on wild animals for nature shows on the kid's body. And then observe the kids on TV consoles to monitor if they spend more than X percent of their time with certain individuals.
