Actually the Guggenheim has loaned a piece to the White House for every president going back to LBJ. What makes this different is that the Guggenheim generally selects a piece from it's collection to loan, this is the first time a specific piece was requested as far as I know. Either way it's a non issue.

his style depends more heavily on unusual composition and juxtaposition of mundane objects ("the son of man" is a very good example) rather than dali's creation of original objects designed to be weird by themselves, at least how i see it.
