Maybe those in the U.S. that benefit from such programs can comment here as to the difficulty, but I do know there are well funded government departments (ie social services) who employ government workers whose primary/sole job function is to assist people in getting set up with government assistance and assist people in getting any and all benefits they're eligible for.

I will agree that the red tape is awful.Most folks that make their money on the side don’t report it.
Anyway my food stamps got bumped up from 15 $ to 175$ during this crisis so people are getting help.
The USDA food banks are now handing out good food.It used to be overly processed stuff.
Now I get raisins, nuts ,fresh fruit at times,fish filets, lean meats ,dried beans,rice,low sodium low sugar canned goods and juice.
