Racism is racism is racism. Hatred is hatred. If a person hates someone because of their race for any reason, it's racism. Someone might hate someone because they think their race is superior to the other person's race; that's racism. Someone might hate someone based on their race because they're made to feel inferior because of their own race by the other person; that's racism. It can go both ways.

Racism is a description
There is no point to add a moral qualifier or extrapolation of racism in the definition. Add a footnote of you feel like you need to virtue signal.

Racism is many things. But it comes down to someone having a prejudice that is based on a perceived "race"

Assuming you know the source is irrelevant. People have talked about hate and you have taken the definition and now applied other ideas which is your perogative but has no place in describing what it is.

It disgusts me that this nonsensical racism in action should be added.

Imagine changing the definition of murder to add my own agenda and what I care about. Imagine adding a paragraph about genocide as part of the definition. I mean genocide is a word. What is the point. Systemic is a word. Racism is a word.

And why does the USA seen to feel like they are the world.

This is just a stupid poorly made decision that I am pretty sure is just a marketing ploy. They need a word for people that use tragedies to serve their own agenda.
