Just a reminder: under international law, an occupying power has no right of self-defense, and those who are occupied have the right and duty to liberate themselves by any means possible.
The bill also passed in the House of Representatives. I can't imagine Biden not signing it.
Despite my reservations in the OP, I do see how this recognition will change the understanding of race in America. We have yet to heal from our "original sin" as a country.

I hang with conservative GOPers, both northern GOPers, and White southern GOP adult children of Dixiecrat parents (folks who would have been Southern Dems a generation ago who are now GOP).
Some, sadly, DO fit the stereotypes. Like my crazy buddy (of the latter category) who once said "I am not happy unless I see a n****r on TV every five seconds" in response to the slow but steady growth in the number of Black faces on TV.
But he IS rather crazy.
Actually, it's more likely that those who rely on the New York Times for "news" who would need that explanation:

Our politicians from both parties pat themselves on the backs for creating a new holiday while tens of thousands of African American children are forced to attend failing, segregated schools in violent neighborhoods where none receive a proper education. They do nothing about it and many even fight to keep it that way.

Well of course!
SOME body has to adopt Republican values-- now that the GOP has abandoned its own values.
So why not the Democrats?
And I dont mean just important stuff like free trade, and a balanced budget. The GOP has also turned against little things called "Democracy", and "the Constitution" and try to steal elections.
Some deflect and make jokes in an odd attempt to justify a racist, segregated system while calling others racists. It's disgusting.
