Kinda, what has happened is that de jure racism is largely illegal, and almost any display of open racism is heavily socially punished, but people still have what I've heard termed "MLK envy syndrome" in that they want to feel like they're fighting injustice, so they have to scour ever more carefully looking for more and more subtle forms of discrimination, conscious and intentional or not, to fight against in order to bring meaning to their lives. It's actually quite sad, but also so destructive that any sympathy I might feel is largely tempered.
