Kinda, what has happened is that de jure racism is largely illegal, and almost any display of open racism is heavily socially punished, but people still have what I've heard termed "MLK envy syndrome" in that they want to feel like they're fighting injustice, so they have to scour ever more carefully looking for more and more subtle forms of discrimination, conscious and intentional or not, to fight against in order to bring meaning to their lives. It's actually quite sad, but also so destructive that any sympathy I might feel is largely tempered.

It's not all in their heads. The race riots over the last 10 years, BLM protests weren't just a concoction of "white liberals" as ridiculously claimed. Old wounds haven't been healed.

Looked at cynically, another possible reason behind this particular event could have been entirely financial\mercenary:
How better to get cheap real-estate than to scare owners into selling to get away from a perceived risk that has been created and is controlled by the person desiring the property...

the people you call race grifters include eminent mental health researchers who acknowledge white privilege is real. Implicit bias research at your Ivy league Universities (such as Harvard) suggest most white people aren't even cognisant they carry implicit bias against blacks.

There's a lot of work to do. I doubt this issue will ever resolve in my lifetime, intergenerational indoctrination will take a few more generations to wipe out.
