What are the chances of this passing?

Pretty high since the New Democrats (NDP) will prop up the Liberal minority government in getting this bill passed. The only thing thrown in there that might convince conservatives is the stricter sentencing for illegal gun possessions/purchases.

What I don't like about this is I am sensing a direction towards not being able to defend yourself without facing a sentence or civil lawsuit either.

I imagine it works well in the UK, but here, we can't trust the cops not to shoot black people.
