Typical of this government: their policies have been instrumental in causing the problem, yet they hope most people will have forgotten so they can use the situation to attempt to curry favour by imposing even more ill-conceived legislation.

Therein lies one of the problems. Often a bully is a product of a bullying or unpleasant home environment. I cant imagine it will get MORE pleasant when "knuckles" Macintyre's parents are a cool grand worse off for his behaviour. And, as you say, its very easy to pul a switch, and become a "victim".. which is why many teachers have difficulty controlling or stopping bullying. any intervention on their part might get it turned round on them.
I dont suppose that the prevalent weapons culture helps with that either, nor the governments insistence on education for everyone, regardless of how disruptive they are.
