But I would have thought it would happen the other way around:
People who are richer and suffer from fewer environmental pressures are more likely to “stagnate” and become genetically corrupted than the poor; those who suffer more hardships. That is because in the most impoverished of areas most people that are born with genetic mutations and abnormalities that reduce their chances of survival are weeded out by natural selection, improving the quality of the gene pool (only the strongest survive). In more advanced societies, no such pressures exist and even the weakest and sickest of humans survives to breeding age and reproduces, perpetuating his or her flawed characteristics.
I suppose that could be called de-evolution.

sorry, but scientifically we don't 'devolve'
we can definitely have genetic abnormalities and absorbed to co-joined twins and even triplets occur as birth 'defects'. But there is no 'de evolution' any more than we can go back in time.

We can't literally de-evolve, but we can de-generate. That's what I had meant.
