I think also this is another generational 20th century throwback thing.

I imagine within my generation certainly well by the middle of this century, women going topless will have become quite commonplace in the United States.

The actual "law" would depend upon the state. And maybe even upon the city, county, town, or village. There are no "federal standards" for things like this.

Somebody masturbating outside a window would certainly get arrested in at least most states. This is called "public lewdness" in New York State.

Somebody going topless in one's own property in New York State? Perfectly legal, unless you're in "public view." But police, in practical terms, don't enforce this. They wouldn't even give a summons if somebody went topless on one's property, even if in "public view." They would probably admonish the person, but not really strongly; they might do it with a chuckle.

Trust me...the cops have better things to do than deal with a call about a topless woman. The cops would probably laugh it off.

People here don't call the cops on their neighbours unless they suspect something serious - illegal prostitution, hard drugs, human trafficking or domestic abuse. It's mostly a live and let live attitude and if something bothers you, you knock on their door and talk to them (politely). I never had to call the cops on anyone or had any significant conflicts with my neighbours in 30 years of living here.

In practical terms, unless somebody thinks a person is crazy, they probably wouldn't call the police on somebody who is going topless.

There are places set aside on beaches for topless sunning and bathing. Some women even go topless outside those areas. Usually, nobody really cares.

Yep. Everything law-related has to take into account, at the very least, the state.

Basically, people on the East and West Coasts tend to be more (socially) liberal about things than people away from the coast. The exception would be the Upper Midwest---which is usually more liberal (though more politically than socially) than most of the Midwest.

My porch is screened in, so there's double protection. I love going outside in what passes for Winter in Florida, good to know. It's the perfect way to cool off momentarily.

It's pretty cold in Jacksonville now----I think it might go down to the 30s tonight (actually, 53 LOL). But it was cold this morning there.

In Miami, though, it's still in the 70s at night.

It's actually going to get warmer. Your low will only be 60 tonight; I think it was in the 40s this past morning.

It's a nice drive from Ponte Vedra. Of course, St. Augustine is quite an historic town---the site of one of the first European settlemenst of any type north of Mexico.
