Zero of them should be in the hands of citizens. Expropriate them from private citizen/corporate stockpiles. Prevent them from being sent anywhere but hospitals.
There are some N95 masks that should not be “expropriated” from private citizens. For example, I have an N95 mask that I got from the university that I work for. I am using it as needed. It is part of my Phone PE (goggles gloves, mask) that I use while in a chemical laboratory setting when working with certain toxic powders that are inhalation hazards. Since it has been exposed to chemical vapors (opened box) while in storage, it cannot be donated for use by a health care provider or first responder. They only want unopened/unused N95 masks that are “clean” to them. As soon as they find out where it was from, they would not touch it if I handed it to them. Funny, they are not scared of certain things, but as soon as you mention chemicals, most of them freak out.

Is your work considered an essential service that Must continue during the pandemic? If not, IMO, zero more masks should be sent to your employer and any unopened sealed boxes should be sent to whichever area hospital needs them.
My work is considered an essential service, as I am maintaining a very expensive piece of equipment (NMR) for the university. If I do not service it, the magnet would quench and cause an explosion in the room. The magnet coil is cooled with liquid nitrogen and liquid helium. The instrument when new cost about the same as a new Ferrari and a new Lamborghini put together. The university does not have the extra money to go buy another one so it is a critical need issue. I have the access letter from the university administration that allows me to travel to and from the university to do this service. I grabbed one of my used masks when I left the lab two weeks ago because I knew that I would potentially need it later on in traveling to and from work.
The department has basically been pushed off site, with the exception of my role and the overall lab supervisor. He has to maintain other instrumentation for the department. We have no need to order N95 masks until the rest of the department is allowed back after all of this is over, since no one is doing lab work right now. The few new masks that we have in the open box in the research lab are not suitable for donation due to chemical vapor exposure issues that I previously mentioned. Most of the rubber bands have started to crack from the vapors. They only last for so long anyways.

Guess you are right but the masks won't solve the problems. They may only slow down the spreading of the virus a bit if infected people do wear them. But it will spread nevertheless until enough people are immune against it.

They are Necessary for doctors and nurses treating infected patients so that they don’t become infected themselves. Private citizens are waaay down the list of priorities for who needs N95 masks.

I don't see it as representing a moral difference compared to a pig. Same with dogs, I don't usually eat them unless they're sh*****g in the yard, but I'm not invested in our cultural taboos against eating them.

The other evening I had to chase a goose that didn’t want to go up for the night and I had visions of it being roasted.
