Sparing lives and holding back on troops definitely is not on the agenda.
I'm all for seeing that agenda changed so long as they can manage that line in the sand between less overt military action and less security. Talking to a couple ex-marines in class a couple nights ago apparently the US armed forces, practically any branch, are taking only three out of ten recruits. Seems like they're at least gearing up to fight smarter. Hopefully strategy will catch up to technology.
