My dad works for the State Department. Hilary Clinton used to be Secretary of State, so she was my dad's boss. He can say with personal knowledge that she definitely knows how to do the foreign policy thing very well. I don't know up Bernie's foreign policy, but it must be better than Trump's, because Trumps is absolutely atrocious. Also, non-Americans prefer Bernie and Clinton to Trump by a landslide, so that's the first measure of foreign policy.

I think Trump and Clinton are as dangerous as eachother, we have Clinton's foreign policy screw ups on display, or rather her hundreds of advisors bad advice... Trump has some refreshing ideas, some unfortunate ideas... mixed bag from what I've heard. I read that Sanders practically had nobody to turn to because so many were brought in to Clinton's clutches.
