As I said before the incentive for them is the smog that's choking their major cities, their political leaders have to breath the same air as the peasants.
Based on my link, the first part of 2019 was a failure in reducing plant food, so so far they are *not* on target, assuming that link has accurate information.
Increasing CO2 emission this year is *not* on target, based on the information in the link I provided.
Regarding the smog incentive, in your link it said:

SO what type of pressure would you apply? economic sanctions? a bit of a problem when they leverage our economy as we are so reliant on their trade and investment. Going back to my earlier comment, if our previous governments were forward thinking they would not have ridden on the "sheep's back" and sought to diversify our economy then we wouldn't be relying on China buying our iron ore or gas or coal etc etc....we have no choice but put pressure on China using the current treaties and whatever international conventions (Kyoto or Paris) exist.

You are missing the gist of my argument:
If Extinction Rebellion was serious in saving the world from a plant food apocalypse,
They would forego the bandaid on the scrapped knee boo boo and prioritise the applying of a metaphorical tourniquet on the metaphorical gushing severed artery, as I said before.
It is up to them to relace ineffective virtue-signally with rational, practical, pragmatic solutions.
