I wonder how long it will take before someone starts setting up Riot Day souvenir t-shirt stands outside of government buildings.

My top picks would be

"It's only funny until someone gets hurt... Then it's hilarious!"

"My doctor told me to start killing people. Well, not in those exact words, he said reduce stress which is pretty much the same thing."

One of the ways to convince someone to turn themselves in is to let them know that someone close to them could turn them in instead.  It happens often with small-time street punks; it happens with big-time criminals, too.

Some people turn themselves in hoping to collect the reward to fund their defense in a criminal trial.

I have heard the phrase before multiple ways, some ways where a card of some sort actually exist such as card carrying member of the NRA and in others card carrying member was just an expression.
