The advanced industrial countries are within walking distance of the lesser people. Nothing would stop a human wave coming over the Mexican border.
The best answer to famine is kill them, for it is people fleeing famine that spred it. Imagine LA, Houston, with a sudden doubling of population. Everyone would soon be starving, with no way to maintain order.
Sea water is not where it is needed, our main farm lands are far from the coast, and depend on rainfall. An industrial base takes a growing economy. The cost of desalination, pipelines, and the energy to run them will be hard to come by in a declining world.
Arizona is going to run out of water within twenty years. It is a long way from the ocean.
