Laws don't stop terrorists; bullets do.

In answer to the revenge freaks ...

Once they're stopped, bring them to justice.

Unlikely, unless the only people killed were the staff. A domestic terrorist would primarily go after those responsible for the things they dislike rather than the victims of such. They still see they're honorable in some way.

You need a pretty twisted ideology for a group of people to plan and attack the disabled, and said ideology sees them as the enemy.

*No outlet for emotions. Not enough drugs, alcohol, porn, and sporting events.
*Society not funding mental health services? Bingo. Our laws don't stop enough crazy people.
*Society being hard on those who have disabilities? Where are their families?
*Society tearing men down for mental health issues? Women, too.
*Society over working everyone? 'Everyone' should have stayed in school, stayed out of trouble, earned a degree, and graduated instead of crying "It's not fair!" whenever they got a failing grade.

There are enough people in the U.S. who have such a negative view of the disabled, that would act on it in some fashion.
This isn't the first time an agency doing social services in this country has been attacked in the last 30 years, let alone one that aids the disabled.

As long as the disabled are viewed as a blight on society and using government money, there will be a significant amount of people opposed to their existence.

Justice? How can you call that justice? You mean forcing all the country to pay so they can get 3 meals a day, free healthcare, and a better life quality (Edit: I mean criminals, not the disabled community)than every motherf****ng low-income citizens who work hard all the time yet get nothing?
