Those budgetary proposals are organized and prioritized and feed into Congress for approval and for funding. As funding is approved contracts are developed. Ending space exploration as we know it by weaponizing orbital platforms is pointless. It's also really sad. That's why this is actually a branding exercise to distract from corruption killing little kids in cages. None of you are funny.
