The first 2 officers had managed to get him into the back of their car after a lot of struggling with him but he got out either through his own means, or because of his "clautrophobia" (which only manifested itself when he was being moved to the back of the police car and was not evident in the personal vehicle which he had been in several minutes earlier).
Not sure what vehicles they have there, but over here the alternative would be to wait for the "divisional van" to turn up, which has a larger "passenger" section, and is easier to get a person into (and for them to remain in) than the back of a normal car.
