I think your analysis is too narrow. Firstly, we don't know whether there are less accidents in these States simply because the people are all sitting on their hands because they're too scared to do anything. Does 100 fewer deaths a year compensate for the misery and unfulfilled potential of 100,000 people left scared, frustrated and unwilling to ever take a chance?
Secondly, what is the point of preserving oneself just to get old? I don't want to outstay my welcome on this planet. What is the point of dragging out one's death over 20 years - joints seizing up, teeth falling out, incontinent, memory failing, eyesight failing.... I'd rather live my life to the full and die content at sixty, thanks very much. By smothering people we are keeping them alive just so they can live totally boring lives and then go on to suffer more in old age. That's not a decrease in suffering in real terms.
Thirdly, any activity which primarily benefits lawyers
automatically takes wealth and happiness away from everybody else, either directly through fees or indirectly through taxes and insurance premiums. In overall terms I am sure more people suffer as a result of this.
Fourthly, whilst I agree with the basics of Health and Safety Law, I believe that the "experts" who write this stuff are having to find more and more bizarre things to legislate against simply because the basics are already covered. The useful work happened 20 years ago and the current legislation is more to do with justifying their jobs than saving lives. We have reached the break-even point between common sense, convenience and safety.
Lastly, evolution. We are allowing the idiots to breed. Once upon a time, the stupid were expected to deal with the consequences of their own actions. Idiocy often led to death or injury, which either removed the subject from the gene pool or taught him or her a valuable lesson and thus advanced the development of the species. Alas, no longer. In the long run our continual support of stupidity could have very serious consequences for everyone, e.g. through environmental damage ("It's not my fault, no-one tole me the ice caps were melting.").
