EU nationals only ( the UK is still allowed to enter ), are excluded from entering the USA. Therefore US nationals will still be able to enter the USA. Though they may have to undergo quarantine on arrival if coming from a country considered high risk.
And the White House have issued a correction to his speech; the ban does not include imports/trade.

It seems he stumbled on his words. The proclamation he signed only applies to human beings.
