Because he has a moustash, a "Jail over alls" (They were regular over alls just striped for some reason), and he was bald, and emanciated (if anything his small stature made him resemble a holocaust victim :_(.
He did look like a jail convict. An elderly woman freaked out demanding why were were using Jail convicts or something....
I think shop lifters should wear silly clown costumes, and be made to pick up trash....But that would offend some customers. But it's these thieves that drive the price up for the customers.
