The Republicans and the Right want this to happen. They're going to work to block any federal action to prevent it. The feds as issuers of currency can guarantee everything but they want "market discipline" for these "evil governments". Obama and his Blue Dogs deserve blame for failing to prevent this situation and take strong action including the raising of awareness. It leads me to suspect that Obama also wants the "discipline" to be imposed on these people and for government workers to have their pensions raided. I think he is underestimating, as the right wing does, the economic damage that these austerity punishment policies have and with that his reelection chances.
