Dear YippySkippy, I agree that this started with pettiness, but this was not just one person. One person complained to the local council, which evaluated the 'situation', then made a decision to take action against against a family who allowed their little boy's flagpole to be too tall. There were a number of adults who chose to treat people this way. Happens ALL tHE TIME in America...we don't call these groups 'Big Brother', as Orwell did, we call them 'Homeowners' Associations'.
They literally walk around neighborhoods, carrying clipboards, taking notes. If a tricycle is left out, visible, overnight, you get a note. If your garage door is left open, if you sit on your own front porch and drink a beer, if you plant the wrong kind of tree, you get a note! You are given a list of colors you can paint your own house!
I could go on, but I'm getting mad.....

The best solution would have been for the council to tell the complainant to stop moaning over something so petty.

for anyone who isnt from the UK, this is the sort of thing that happens on a daily basis.

people have been banned form feeding ducks in the park, people have spent tens of thousands of pounds on legal action because a fence is 3 centimeteres on the wrong side.

there are many many neightbours up and down the country who are just total losers. we live next door to one as well.

Its not picking on aspies but an excuse that seems to being made more and more as a reason for someone's actions. Everything from computer hacking to hoarding, to just badly behaved children.

true but i think in this case it was just used to add "emotional weight" to the story.

It surprises me that the United Kingdom has planning regulations at all, considering the slightly messy and unorganised situation in some towns.
I thought it was bad where I live, as we seem to need formal permission from local authorities to cut down trees and put in new windows in houses we own, but this is just nitpicking.
