Iran has been visited by the U.N. authority on atomic energy. They have not been forthcoming. If they were completely open (which they are not) any none harmful or none threatening use of atomic materials could be documented.

I don't blame Iran for not letting the inspectors in everywhere they desired. Just by looking at the in spitting distance history, you would think that it was a bad idea that could only lead to FURTHER sabotage.
