This reminds me of a movie called Power Play, with Dylan Walsh. It dealt with a power plant that caused earthquakes in the L.A. area.

I don't think it could be used effectively as a weapon of mass destruction in that digging a 5 k hole and shooting high pressure water down it would be impractical because it takes time and is hard to hide.
