We need a foreign legion of straight up gangsta killers aka mostly battle proven Africa soldiers (mostly Islamic) to be trained to police Iraq. They would get good pay and US citizenship.

It should be either a surge or no surge. In the worst case scenario, the difference there would be between "more deaths" and "no deaths". "Some additional deaths" (half as many as "more deaths"), which would be the case with the watered down surge is still bad, and comes with the possibility that it could end up being be as many as "more deaths," if not having a full surge would mean less protection for troops.
