If he had beaten up a typically-functioning citizen (or, Heaven help us, a member of a racial/ethnic minority), that would have read "is currently being detained at __________________" or "released to his parents on $XX,XXX.XX bond."
NO, I don't think socking a/n (insert racial/ethnic group here) is more (or less) OK.
But it seems like socking a 'tard is still treated as less of a crime.
