Probably just a way to keep it all going without destroying the program completely - which in ethical terms is what should be done and another way should be found. The article doesn't say it will be open to debate wether or not the program should exist at all.

If a polotician likes it, you can bet you won't.

It sounds like the old "foot in the door" trick. Once a program is up and running, is accepted by the community (grudginly or not), and has too much bulk to dismantle. You transform the thing into something else. Much like EPA has been.
