Virtually NO money has EVER been spent on SETI because, for the powers-at-be, nothing is of lower priority than looking for little green men.
You probably have the mistaken idea that NASA does SETI, which it never has. NASA puts rovers on Mars to look for 'dumb life' like microbes, but it doesnt actively Search for Extra Terrestrial Intelligence.
The US government only stopped directly funding SETI in 1995 but Harvard and UCLA still bankroll it using a mix of taxpayers money and donations.
