Why would anybody think they could handle this ELEVEN is a big number for even the easiest to handle no special needs type kids. These though were special needs kids do they no have any sort of limits on how many or supervise them at all. I think someone in charge of placing them should be going to jail too or at least lose there job
I 100% agree with you---HOWEVER---as someone who has been "in the system" as a foster child I know that there are too many children and too few foster parents.
Pretty much anyone who volunteers (with no priors) is allowed to care for whatever number of children they feel that they can.
If you also factor in the special needs issue---those children probably had very few options in the current system.
That is how 11 children come to be placed in the care of 2 adults. In addition, the state probably gave a small chunk of change for each child placed there. Some foster parents provide "minimum care" to make a profit off of the children in their care.
There are some people who would see disabled children as a double payday---especially if they neglected them in this fashion.
I have little doubt that these people were in it for the money. Just my two cents.
