He ought to be careful - according to H.P. Lovecraft in his short story, Pickman's Model, those forgotten tunnels are the home of carnivorous ghouls! BWAHAHAHAHAHA!! !! !! !! !! !

it would be a perfect place to grow drugs now that everyone is kicked out
buy a building that sits over it and tunnel down into it suddenly you have a massive space that no one goes to you could even tap into the power grid from bellow

It's City of New York property, and they don't want to face grievance claims if the tunnels' integrity is less than ideal, and it loses integrity while people are in it.

someone working for a utility company probably greased some palms to build a utility vault down there like they did with the Cincinnati subway tunnels
those tunnels could house a sizable substation

The whole tunnel needs to have a small army of grad students excavating it.
