well seeing as most people in prison are either drug offenders, mentally ill or a combination of both I say its a good thing too bad the private prison lobbyist will spend millions to stop it

Good thing, and the money that has been spent on their incarceration should go toward mandatory rehab, in addition to community service and probation. It has to cost less to rehabilitate a drug user than it does to keep them in prison where they will just learn to break the law more proficiently next time.

It's a nice start. Turn loose everybody whose "crime" doesn't involve violating anybody else's rights.
